From nradziwi@nrao.edu Thu Aug 16 12:41:18 2007 Date: Thu, 16 Aug 2007 12:17:52 -0400 From: Nicole Radziwill To: techwg@us-vo.org Subject: [nvo-techwg] APQC PCF and NVO processes Hi everyone, Attached is a copy of the APQC PCF for your perusal. Like I mentioned in the call, this is something we could use as a guidepost for starting to develop an NVO quality system. I'm also attaching a journal article in press right now that might be useful; it outlines some worksheets that are useful in developing a quality system. (These are all things that we could enlist the student group I mentioned to guide us through and do the compilation work this fall, if that would be useful.) Identify (and potentially prioritize) key processes Assign specific quality goals to each process Flesh out processes using flow charts or the equivalent Figure out who does what when, ensure that your resource level fits your desired processes Apply to day to day work for a pilot project Continually improve processes as a result To make our process ISO compliant, all we have to do is follow 6 requirements for content (identify processes, determine sequence and interaction of processes, determine methods for monitoring and controlling processes if appropriate, ensure availability of resources and info for each process, monitor processes, implement corrective/continuous improvement actions) and 3 requirements for documentation (a written statement of quality policy & objectives, a quality manual that outlines/flowcharts the key processes used, and a description of how you plan, operate and control processes). As long as we have consistent numbering in our documentation - voila, our system is ISO compliant - auditable, written down, controllable, and continually improve-able. In Year 7, we would spend most of our time on the following processes: Sec 2.0 - Deliver Products and Services (this is where methodologies for structured development, for prototype development, and for transitioning from prototypes to production software are explored, selected and refined) Sec 3.1 and 3.3 - getting the message out to the user community Sec 5.0 - Manage Customer Service Sec 7.4 to 7.6 - Manage Information Technology (specifically the internal tools we use to carry out our jobs). This includes monitoring and maintaining the overall architecture and the integrity of the information and content you manage. In Year 1 of facility and beyond, we would flesh out processes within these groups, and we would also extend to other major sections of the PCF, specifically 1.0 Vision and Strategy. As Doug mentioned, a very useful activity would be for us to select and prioritize specific processes that we should focus on developing and exploring in practice over the upcoming year, as we transition to the facility state.
